According to Germany's constitution the political system of the German Democratic Republic is structured as a socialist democratic republic, where power is derived from the people. The GDR according to its constitution aims to establish a just and egalitarian society, with collective ownership of the means of production and a focus on the welfare of all citizens. It presents itself as an indivisible Republic that encompasses all German people, with an emphasis on preserving and protecting its unity and territorial integrity.

The Staatsrat serves as the collective head of state and is the executive authority of the German Democratic Republic. Comprised of a minimum of three members, the Staatsrat is elected by the Volkskammer for a four-week term.
