Ruthenia emerged from [[France]], by first forming Ukraine and then rebranding themselves as Ruthenia.

Shortly after its founding Ruthenia, back then Ukraine, formed the Council of Eastern Europe with the †Polish People's Republic, †Czechoslovakia, †Hungary, [[Romania]] and [[German Democratic Republic|East Germany]]. Caucasia would later join too.
The Council of Eastern Europe would fall a few weeks after its founding because Poland, Czechoslovakia and Hungary collapsed and East Germany kicking Ruthenia, due to their unwillingness to grant them a blank-cheque for their defense. Romania abstained and left in protest. East Germany then left too, leaving only Caucasia, de facto dissolving the Council.
