The Conference of Governors was the (unused) legislative body of the Southern Union.
The concept was that the loyal governors of the southern union would come together and discuss the legislation and aprove of it, but the legislation could be vetoed by MattCobra, the President for Life of the Southern Union and the plans for the Legislature was only going to be used to rubber stamp Matt's Plans and to legitimize the southern union's cabinet.
