Skulli Republic

A Skulli republic is a term coined by Maurice to describe the republics of Skulli's Rome and South Africa and the parliamentary monarchy of Germania; specifically their philosophies of democracy marked by fierce power struggles and internal strife and division.

Add to that bloated political systems designed to divide power in such a way that only Skulli intimately knows how to use the keys of power.
