Ukraine
Ruthenia, officially the Tsardom of Ruthenia, is a nation for the upcoming Pixlies season in eastern Europe. At the time of writing, Ruthenia has a population of 20 members and claims the borders of modern day Ukraine (Crimea included).

Ruthenia is a parliamentary and elective monarchy, with Tsar of Ruthenia Maurice as head of state and as Prime Minister, the head of government.
It's in a union with Iberia through the diplomatic marriage between Maurice and Saar, the Emperor of Iberia. See Ibero-Ruthenian Union
History
Founding
Ruthenia emerged from France, by first forming Ukraine and then rebranding themselves as Ruthenia.
Council of Eastern Europe
Shortly after its founding Ruthenia, back then Ukraine, formed the Council of Eastern Europe with the †Polish People's Republic, †Czechoslovakia, †Hungary, Romania and East Germany. Caucasia would later join too.
The Council of Eastern Europe would fall a few weeks after its founding because Poland, Czechoslovakia and Hungary collapsed and East Germany kicking Ruthenia, due to their unwillingness to grant them a blank-cheque for their defense. Romania abstained and left in protest. East Germany then left too, leaving only Caucasia, de facto dissolving the Council.
Ibero-Ruthenian Union
The Ibero-Ruthenian union is the dynastic union between Iberia and Ruthenia, formed by the wedding of Iberian emperor Saar and Ruthenian Tsar Maurice.
Government
The Tsardom of Ruthenia is an elective parliamentary monarchy, with elected unicameral legislature, the Estates-General of Ruthenia.
The elective monarchy of Ruthenia permits the Estates-General of Ruthenia to replace the Tsar of Ruthenia by a constructive vote of no confidence. All laws also have to be approved by it.
